The recommendations referred to in the telegram at 42 are those concerned with the revision of the Constitution. They are at present under consideration in the Department, but you may agree that, for the reasons given in the telegram, the appointment of Mr. Hazlerigg should be provisional and not definitive even for so short a period as one year as we have recommended in other cases recently (see telegram at 41 and Mr. Lloyd's letter to Sir Mark Young at 34)
You have stated in your minute of the 17th July the circumstances in which provisional appointments can be made. As Mr. Hazlerigg will be appointed to fill a vacancy (in contrast to his previous appointment see 33) do you agree, please, that we can telegraph as in draft opposite?
